Led statewide implementation of a $12 million fiscal management services program, coordinating people, systems, policy, stakeholder education, and service delivery at scale.

I helped develop this practical, participant-facing guide to Missouri’s self-directed supports program. The handbook translates complex program requirements into clear guidance on person-centered planning, individualized budgets, employer responsibilities, service quality, and informed choice.
The original credit page identifies me under my name at the time, Tracy Shockey, in my role as DMH-DD Self-Directed Supports Coordinator. This work reflects a strength that has remained central throughout my career: making complex systems understandable and usable for the people they serve.

Over more than 25 years, I have worked at the intersection of mission, public funding, service delivery, and organizational growth. My experience spans nonprofit leadership, self-directed services, program administration, grant development, compliance, stakeholder education, and large-scale implementation.
I am at my best when the destination matters, the path is not yet fully defined, and many people need to move forward together. I ask the right questions, make sense of the moving parts, and help turn a shared goal into a plan people can actually use.
